Abstract

In its 2003-05 Work Plan, JLARC decided to examine issues pertaining to the states fiscal reporting, accountability, and performance tracking systems.  As part of this effort JLARC intends to conduct Performance and Outcome Measure Reviews of a number of key state agencies.  The Department of Ecology was selected to be the first agency to undergo this review process, and this report assesses their performance measurement system, focusing on the measures themselves and the agencys use of those measures for both accountability and management purposes.  The report concludes that Ecology has a generally effective system in place.  There are areas where the system can be improved, however, and the report includes five recommendations to address those areas.
