Abstract

The 2001-03 biennial budget directs JLARC to study childrens public mental health services in Washington State.  This study reviews whether legislative intent has been fulfilled concerning the coordination of childrens mental health planning and activities, and the implementation of the Early Periodic Screening, Diagnosis and Treatment (EPSDT) program.  The study includes an analysis of whether the 1991 childrens mental health coordination statute provides appropriate priorities for the Office of Financial Management (OFM) and the Department of Social and Health Services (DSHS) to carry out policy and management responsibilities.  Information is also presented in JLARCs preliminary report about the availability and reliability of fiscal, program and outcome data, and what data could be used to better manage services.  The study makes five recommendations.
