Personal Use - Frequent Flyer Miles

Issue/Question Would it be a violation of the Ethics Act for a legislative employee to make personal use of airline miles earned through official state travel?
Summary The Board declined to answer "yes" or "no."  Whether the mileage credits should be viewed as an individual personal benefit or accrue to the state is a policy decision best addressed by the Governor and the Legislature.  (Question may be seen as related to RCW 42.52.160.)
