At the time of this opinion the statute in question was RCW 42.17.132 - it is now 42.52.185. The purpose of mailing restrictions is to reduce incumbent legislator's election advantage during the last year of their legislative term of office. Most of this opinion is devoted to crafting legislative responses to constituents in such a way so that those responses will not violate the newsletter mailing restrictions. |
