Issue/Question	May a legislator-candidate create a hyperlink from his or her campaign web site to materials prepared at public expense that are found on legislative web sites?
Summary	In reconciling two competing public policies, (1) liberal access to public records and (2) the prohibition against the use of public resources for campaign purposes, the Board concluded a single link was appropriate. After June 30 in an election year certain discretionary materials on the legislative web site must be removed. RCW 42.52.180.
