Newsletters in the same mailing may be printed in more than one language. Newsletters in the same mailing may be sent by regular mail and electronic mail. In the latter case, a short explanatory note explaining why the recipient is receiving one form instead of the other is appropriate. Government guides, which are newsletters, may be sent to each county in a multi-county legislative district and they are identical even if they reflect different county officials and county services.
