Question/Complaint Alleged that respondent made personal use of a state-supplied envelope to mail a payment owed his homeowner's association.
Summary Respondent stipulated to the fact he did use a single state envelope for personal purposes.  RCW 42.52.160 and Board Rule 3 provide in part that no legislative employee may make private use of any state property which is consumable, even if the actual cost to the state is de minimis.  Violation found, letter of correction issued to respondent.
