Gifts - Complimentary Golf Fees

Issue/Question Would it be a violation of the Act for a legislator to play golf for free pursuant to guest privileges afforded certain people at a private golf and country club?
Summary

Based on the facts presented, this would be a violation.  The only exemption from the gift restrictions which might be applicable here is RCW 42.52.010(9)(i) which addresses discounts available to a broad-based group.  The high-ranking government officials offered free golf do not constitute such a group.
