Gifts - Reasonable Expectation - Trade Mission

Issue/Question The issue was whether a legislator could accept an international trip paid for with non-legislative funds.
Summary The Board concluded that bona fide trade missions are analyzed differently tham most other travel and after discussing gifts and the reasonable expectation statute and several prior opinions, concluded the proposed trip would not violate the Act.  RCW's 42.52.010(9)(d) and 42.52.140.
