Gifts - Complimentary Admission - Restaurant Association Event

Issue/Question Hospitality organizations host a biennial dinner during which they present awards, listen to an orchestra, and recognize legislators in attendance.  Tables are arranged to ensure industry representatives are present at each table.  May legislators attend at no cost?
Summary Yes, with the caveat that care must be taken that this event retain its character as a meal related to the "performance of official duties," RCW 42.52.150(5).  The Board distinguished "hosted receptions," RCW 42.52.150(2)(f) from sit-down meals for the purpose of analyzing the gift implications.
