Issue/Question Is it "normal and regular conduct" for a legislative committee to host a debate between proponents and opponents of a pending ballot measure two months before election day?
Summary Under the facts presented, the debate would be a violation of RCW 42.52.180.  Legislative committees may meet in a workshop environment to study and review ballot measures, subject to the conditions set forth in the opinion.
