Question/Complaint Did employee violate the Act by using public resources to prepare her resume which was designed to be used to acquire a position in a political campaign, but was never published or so used?
Summary Yes.  Although RCW 42.52.180 was not violated because there was no evidence that this action assisted a campaign, RCW 42.52.160 was violated because it is an improper personal use to prepare campaign-related materials.  Board finds that a "zero tolerance" policy is appropriate for this type of personal use.
