Question/Complaint

Two newsletters were allowed in an election year and no "brochures" or "other piece of literature." Does the inclusion of a directory of local officials in a newsletter render it something other than a newsletter so that its mailing is prohibited during the election year?

 

Summary No.  While the directory doesn't exactly fit the dictionary definition of "newsletter," it does provide information to consituents which allows them to communicate their concerns and needs to government officials.  Board concluded that RCW 42.52.180 was not violated.  Note: violation of the mailing statutes are a violation of RCW 42.52180 - use of public resources to assist a campaign.
